In case anyone is interested, I just came to know about this link Search the European Constitution, where you can do KWIC (keyword in context) search in the original document aka "Treaty Establishing a Constitution for Europe". It has been described as a lengthy, almost unreadable piece of Eurojargon.
Interestingly, someone already noted that the European Constitution has no "intelligence" and no "common sense". But, at least "education" is mentioned 31 times and "language" 17. And if you follow the link to a full wordlist of the document, sorted either by frequency or alphabetically, you will find that both "xenophobia" and "why" were mentioned only once. I guess it's trying to be as tolerant and self-explanatory as possible.
